While two opposition parties -- the Democratic League of Kosovo and the Alliance for the Future of Kosovo -- have dismissed the possibility of co-governance with Vetevendosje Movement, the Democratic Party of Kosovo and Social Democrats -- have not set red lines for coalitions, writes the REL, Periscopi broadcasts.

None of the political parties have enough votes to form the new government alone.

The LVV, but also the other three Albanian political subjects that rank behind it, account for in non-US communities, which have ten seats guaranteed in the Assembly.

The Serbian list, with nine MPs, is not part of the estimates of either of the Albanian political parties for a possible governing coalition.

Kosovo President Vjosa Osmani has called on Tuesday for the constitutional session of the new composition of the Kosovo Assembly, which will be held on 15 April.

The call of this session by Osmani comes about a week after the Certificate of the final result of regular parliamentary elections in Kosovo, held on February 9th.

On March 30th, Vetevendosje Movement leader Albin Kurti, currently prime minister in office, warned the possibility that the Parliament and Government will be formed within a day.

“After the results were published, a session is held where we pledge. We intend a session to elect both the chairman, the chairmanship and the Government, as we did last time on the same day”, Kurti said.

Armendi Muja, elected deputy of the Vetevendosje Movement, told Radio Free Europe that the constitutional and Assembly session, in which the chairman and vice-presidents are expected to be elected, paves the way for the Proposal by the Vetevendosje Movement for Prime Minister and the government's new composition.

He said the Vetevendosje Movement aims to create the new Government under electoral promises, meaning a new course of action, preservation of anti-corruption agenda, economic development, as well as social security and equality.

In this context, I believe that the Vetevendosje Movement can have numbers to create Government. That's all I can say at this stage”, Muja stressed.

The Vetevendosje movement has won 42.3 per cent of the vote in the February 9th elections and has secured 48 seats in the Kosovo Assembly. But they are not enough to form the Government, which requires at least 61 votes.

As for the coalitions, the LVV has said it prefers to form Government with parties of non-US communities which have ten seats guaranteed in the Kosovo Assembly.

So far, LVV has ruled out coalition access to the other three political subjects: The PDK, which has secured 24 seats in the Assembly; The LDK, with 20 seats and the AAK-Nisma coalition, which has secured eight seats.

Candidate for Prime Minister PDK, Bedri Hamza, said on 28 March, that if the Vetevendosje Movement fails to create Government within legal and constitutional terms, then The PDK is willing to assume responsibility for its creation.

However, he reiterated his stated stance even during the election campaign that there are no <x0) red” against no party and is willing to talk to everyone.

The LDK and AAK have dismissed the possibility of creating a coalition with LVV and have expressed willingness to form an executive together.

Meanwhile, AAK and Social Democrat Initiative approaches after the elections have changed in terms of possible coalitions for forming the government.

Initiative: We don't have a government formation initiative.

The Social Democrat Initiative has not introduced “red” to possible coalitions, either LVV or the other three parties: PDK, LDK and AAK.

This political subject has secured three deputies in the Kosovo Assembly, who could secure the 61-vote vote for the adoption of the new government, along with the votes of the Vetevendosje Movement and the non-s majority communities.

Fatmir Matoshi, representative of the Social Democrat Initiative, told Radio Free Europe that this party has had informal meetings with other party officials, including the Vetevendosje Movement.

According to him, however, the Initiative has not held official meetings and received no invitation from any subject for the ruling coalition.

We don't have red lines either for Vetevendosje Movement. But the question is that we are a small party in the Kosovo Assembly. It's not up to us to take initiatives. The Vetevendosje movement has 48 deputies, and they are next to try to form Government. In the face of this, they must act responsibly”, Matosh stressed.

He clarified that the initiative will not necessarily enter a coalition government with any party.

There are many topics that can separate us and get us off the table, but that doesn't mean we won't sit on the table”, Matosh stressed.

The constitutional collection of new legislative composition, called by President Osmani, will be considered closed only after the chairman and deputy speakers of the Parliament are elected.

The winning election party in this case, the Vetevendosje Movement, is nominated by the country's president as a mandate for forming government. The process must be developed “as soon as possible”.

If the proposed cabinet fails to secure the votes of 61 deputies, the president is obliged that, within ten days, it invites political parties for consultations and, according to its discretion, decide on the new mandate, if it/it proves it has numbers to form the government.

The future mandate has 15 days to present the composition of the government cabinet.

If the government is not formed after 40 days, the president must announce the decree for new elections, which must be held 40 days after the verdict is announced. /Periscope/
