IKD: Without clear resignation, Kurti Government remains functional, but limited

Melos Kolshi of the Kosovo Institute for Justice (IKD) has estimated that Prime Minister Albin Kurti's yesterday statement does not constitute a formal resignation, according to constitutional and legal requirements.
The prime minister's “Act does not constitute formal resignations, as resignation should be clear, unequivocally and without any room for interpretation”, he says.
He adds that the government continues to be in office, though with limited mandates in decision-making.
“in the absence of such a firm statement, the current government continues to be in office, though with a limited mandate in decision-making, as envisioned under such circumstances by the Constitution and relevant legislation. Letter delivered by Mr. Kurt shouldn't be addressed to former Speaker of the Parliament, Mr. Glauk Konjufca, but current Speaker of the Parliament, the oldest deputy in age, Mr. Avni Dehari”, he told FrontOnline. /Periscopi/
