The Democratic Institute of Kosovo has demanded that the assembly's constitutionalisation hearing continue and that institutional responsibilities from all actors be respected.
The IKD has been estimated that exceeding the 48-hour deadline would constitute direct regulation violations, broadcast Periscope.
The chairman of the constitutional session, as temporary authority until the election of the Speaker of the Assembly, has a clear obligation to ensure the continuation of the work and to implement the defined procedures without deviation. The regulation does not allow unilateral delays, nor does it envision room for intervention or demand for interpretation by other institutional acts, said the IKD communiqué.

The Kosovo Democratic Institute (KDI) estimates that after yesterday's break in the constitutional session, it is essential that it continue within the 48-hour deadline set in the Parliament's Work Rule. Any excesses of this term would constitute direct violations of the regulation.
The head of the constitutional session, as temporary authority until the election of the Speaker of the Assembly, has a clear obligation to ensure the continuation of the works and to implement the defined procedures without deviation. The regulation does not allow unilateral delays, nor does it envision room for intervention or demand for interpretation by other institutional acts. In fact, we remember that, even in the event the older MP is absent or refused to conduct the session, the regulation envisions his replacement with other MPs according to the same criteria, to ensure that the process is not hindered by the will of a single individual.
KDI reiterates that MPs' participation and engagement in the continuation of the session is a formal and constitutional duty, but also a political test for the seriousness of the new legislature. The potential efforts to stall the process, including delays or shortages, are unacceptable and contrary to the mandate citizens have entrusted to their representatives, and they push the Parliament towards an unnecessary functioning crisis.
The functioning of the Assembly is vital for the processes that await Kosovo, while citizens' expectations are not only to ensure normality of the work of the Assembly, but to have a completely different dynamic in meeting the legislative agenda, parliamentary supervision and representation of citizens' needs.
