Could it be that the president does not give the second party at all to the second party in the event of the first party fails to provide the numbers for forming institutions?
If Vjosa Osmani does that, she violates the Constitution worse than Famir Sejdiu and ends badly. I'm sure. Can't make such a decision, it's a violation of the Constitution. Periscope.
