Without degrees, police officials hold positions they are not appointed to

The latest report by the National Audition Office (ZKA) finds that 185 police officials have been arranged in positions for which they do not have the proper degree. A year earlier it had been 39 Sosh.
But Kosovo police insist this situation has not affected the work of this institution.
“These positions are covered with officials from a lower rank, accruing working relationship management framework at the PK”, the Kosovo Police Office says.
This institution itself says one of the main reasons for lack of promotions has been the security situation in northern Kosovo, inhabited by Serb majority.
However, in a response to the REL, Kosovo Police say it is ready to resume the promotional process, but adds that “following the recommendation issued by the Kosovo Police Inspectorate, we are awaiting approval of the Administrative Guide for the promotion procedure for police officials”.
However, this situation is not explained that simply by all. A member of the Kosovo Police, who asked to remain anonymous, says the process is unfair and of political influence.
I've become very unfair, since then I've been competing for the money degree. I don't know why I haven't been elected, I don't think I've liked someone maybe”, he says about the REL, showing that the case is in court.
He adds that the same has happened to some of his colleagues.
“Some people are being violated, and someone may be advancing and does not deserve”, he says.
With similar situations, says former Kosovo Police Director Reshat Maliqi has also faced.

The General Directorate of the Kosovo Police denies these claims, stressing that it is not about any kind of political influence, but that the goal is for promotions to be held on the basis of merit and in line with operational needs.
The contest, for which the aludon Qalaj, was opened at the beginning of last year for 355 seats free for a degree “liner”.
But this process was cancelled, as according to a Kosovo Police Inspectorate report (IPK), concessions had been made during the competition.
The IPK report found that no necessary verifications of candidates' past have been made to ensure that they met criteria related to the disciplinary and criminal history.
Furthermore, other differences with administrative guidelines were identified in the report as allowing applications by members of the 54th generation who had failed to meet the two-year stand criteria at the “top police officer”.
According to REL sources within the Kosovo Police, the greatest requirement is precisely for the sergeant's rank, for which there are over 300 free positions.
The last time they became gradiments was in 2020, when 131 lieutenants were appointed. A year ago, in 2019, nine majors and 64 captains were promoted.
Kosovo police currently have over 10,000 active employees, including police officials and support personnel.
