Kosovo President Vjosa Osmani must initiate cases at the Constitutional Court concerning the stalemate created in the Parliament, political connoisseurs say.
Following the six-time failure of the Parliament's constitution on Friday, the only breakthrough is seen as the new interpretation by the Constitution on the inability to elect the Speaker of the Parliament, subsequently, and the framework of the ninth legislature, following the February 9th parliamentary elections.

On the basis of the 2014 Constitutional Court's act, the exclusive right to nominated the candidate for Parliament's chairman is the first party in the election, subsequently the Vetevendosje Movement. However, in the same indictment, the possibility that the first party's nominee will not get the necessary 61 votes is not presumptional, as well as has not been determined on what timeline this right can be consumed.

The Vetevendosje movement, like the first party in the elections, has failed in four attempts to elect the chief parliament, MP Albulen Haxhiu. She, at the April 19, 23 and 25th sessions, received only 57 votes out of 61 as needed to get the post.

Against its election to the highest legislative body are MPs from the Democratic Party of Kosovo, the Democratic League of Kosovo and the Alliance for the Future of Kosovo, meanwhile, three deputies of the Social Democrat Initiative are abstained.

Of the ranks of non-most communities, MPs from the Serbian List, in the last three sessions did not take part in the vote at all. The Bosniak community MP Duda Balje did the same.

Based on this situation, the connoisseur of the Constitution, university professor Mazum Baraliu, says of KosovoPress, that President Vjosa Osmani must initiate the case at the Constitutional Court if there is no solution to the situation in the Assembly, broadcasts Periscope.

According to him, the stalemate in the Assembly cannot be extended further, unless there is any will by political parties that, through a political agreement, the troops of the Parliament will be elected and the ninth legislature established.

The “is the task of this political class, especially the winning parties that have won mandates in the Assembly, to find a solution and not to reach indefinitely in this way. There are always solutions when there is will, understanding and high political and state responsibility by political subjects... If that doesn't happen, then the country's president has constitutional license, according to the Constitution, to initiate in the Constitutional Court specific parameters, and she had to do so if this opposition goes on unlimitedly”, he points out.
