What happens at the constitutional session?

President Osmani today has set the date for holding the Kosovo Assembly Constitution session. But what is expected to happen at the April 15th session? The constitutional session is prepared by the chairman of the previous legislature, who five days before holding the session, must call the leaders of the parties represented [...] to the meeting.
The constitutional session is prepared by the chairman of the previous legislature, who five days before holding the session, must call the heads of political parties represented in the Assembly to prepare a agenda.
The agenda should include forming a temporary commission that makes the verification of quorum and mandates, the oath of new deputies, the election of the mayor and vice-presidents, the voting of the aforementioned commission's report and the defining of MP seats in the hall, according to political power.
The constitutional session is headed by the oldest deputy, assisted by the youngest MP.
Laws do not predict there can be no debate during the hearing.
Osmani appoints Parliament Convention Convention hearings 15 April
At this session MPs vow ) those who are missing can do it at the following session and the first party -- in this case, the Vetevendosje Movement -- proposes the candidate for chairman of the Parliament.
The deputy chairmans, meanwhile, are nominated by one of the largest parties and by non-US communities and the Serb community.
The constitutional hearing, according to the Parliament Rule, ends with the election of chairman and vice president.
“Cuts during the constitutional session cannot be longer than 48 hours”, says Article 12, Article 5 of the Parliament Rule.
According to the results, in the new parliamentary composition the Vetevendosje Movement will have 48 deputies, the Democratic Party of Kosovo 24, the Democratic League of Kosovo 20, Serbian List nine and the Alliance for the Future of Kosovo coalition and the Social Democrat Initiative eight countries.
Government Selection
The distribution of the seats in the Assembly means that no party can form the government alone, which is the next step after holding the constitutional hearing.
As for the result, in a split development, the LVV has only been addressed to the Constitutional Court, opposing the Supreme Court's decision on votes by mail, arguing that the LDK has manipulated them.
The incumbent Prime Minister's Party, Albin Kurti, has asked the Constitution for a temporary move on the Supreme Court's decision in those votes.
If the Constitutional will make a decision on this issue, then there may be a ban on the government's election process. But until the Constitution addresses the case sent by the LVV, the country's president has several legal terms to respect.
Under the laws, Osmani must mandate the creation of the new government the first party in the election, in this case LVV.
The Constitution says the mandate later has 15 days to present the new composition of the executive before the Parliament and to require 61 votes for it to be voted on.
If the first party fails to receive the support of at least 61 deputies, then president Osmani has deadlines that within ten days he will appoint another termant.
It invites parties to consultations and is in its discretion on who it mandates to form the executive.
The second term also has 15 days to present the composition of the government cabinet.
But if the government does not form even after the second attempt, then President Osmani, according to Article 95 of the Constitution, must announce new elections, which should be held no later than 40 days.
The February 9th elections were the first regular parliamentary elections held in Kosovo since declaring independence. / REL/
