Eugene Calcolly has shown what 10 steps are up to the Assembly Constitution at the session President Osman called on April 15th.
He has said that this session has neither speeches nor debates, until five days before Konjufca should call meetings with party leaders to discuss the agenda and the division of seats in the hall.
The hearing should be led by the oldest and youngest MP.
Then each party appoints a member to the Early Commission for the Verification of Quorum and Mandata. This commission controls whether there are quorums in the hall and whether all MPs have valid mandates. The commission will be led by a Vetevendosje Movement MP.

After voting the commission report, it continues with the oath.
The new Speaker of the Parliament, to be nominated by the largest parliamentary party, is then voted in. The election is made with the majority of votes of all MPs. If resolved, he immediately takes the lead in the session. ”
Next is the election of five vice-presidents -- three proposed by the three largest parties ( LV V, PDK and LDK -- one of the Serb community deputies -- and another one of the deputies of other non-communal communities. The candidate of the greatest subject must be of the opposite sex by the mayor.
Chocolate says the session is considered closed and therefore the constitutionalised Assembly only after the mayor and all the vice-presidents are elected. “E however, there is no set deadline for their selection, leaving space for procrastination. ”
He added that if the session is interrupted for any reason, the pause cannot last more than 48 hours.
Steps by Chocolate:
1. Constitutive hearing, called by President Osmani, is not like the usual sessions. No speeches, no arguments. It is a procedural but crucial session towards forming institutions stemming from the February 9th elections.
2. Preparations for this day belong to last legislature Chairman Glauk Konjufca, who at least five days before the session, must call a meeting with leaders of parties who have won seats in the Assembly to discuss the agenda and division of seats in the hall. If you don't, the session is still held on the date the president has appointed.
3. But the session will not lead Glauk Konjufca. It will be operated temporarily by the oldest deputy, assisted by the youngest.
4. Initially, each party appoints a member to the Interim Commission for the Verification of Quorum and Mandata. This commission controls whether there are quorums in the hall and whether all MPs have valid mandates. The commission will be led by a Vetevendosje Movement MP.
5. After presenting the commission's report, he is voted by the Parliament. Only after that is the oath continued.
6. MPs take the solemn oath and officially receive their mandate as elected representatives.
7. The new Speaker of the Parliament, to be nominated by the largest parliamentary party, is then voted. The election is made with the majority of votes of all MPs. If resolved, he immediately takes the lead in the session.
8. On the other hand, the choice of five vice-presidents follows: three are nominated by the three largest parties ( LV V, PDK and LDK -- one of the Serb community deputies -- and another one of the deputies of other non-communal communities. The candidate of the greatest subject must be of the opposite sex by the mayor.
9. The session is considered closed, and therefore the constitutionalised Assembly only after the mayor and all the vice-presidents are elected. Yet, there is no deadline for selecting them, leaving space for procrastination in the process.
10. But if the session stops for any reason, it can't take more than 48 hours.
