CEC unregisters two political parties

The Central Election Commission approved the recommendation of the Office for the deregulation of two political parties: The Republican Party for Democratic Change and Hope, due to its failure to fulfil obligations.
CEC Secretariat Director Besnik Buzhala said the Democrat Hope and the Republican Party for Changes have not submitted annual financial reports to the Office, nor after the 15-day extension.
“Based on Article 18, paragraph 1.2 of the General Election Law, as well as Rule No. 01-2024 on the census and functioning of the nine political parties, the registered political party, must submit the form for continuing its registration, electronic or physical form signed, not later than March 31st of the calendar year. Since March 31, 2025, it was an official festival (Monday) according to Article 4 of Article 81 of Law No. 05 L-031 for the General Administrative Procedure, the deadline for submitting the registration form has been extended until 01 April 2025.
The two political parties have been suspended due to the failure to hand over the annual financial report for 2024. So, based on Article 17 on Article 15. 06/2024 for Management and Financial Supervisor of Political Subjects and under CEC decision of the 1903.2025, parties “The Democratic Hope” (with the No.0178-2025) and “the Republican Party for Changes” (with the No.014748-2025) have not submitted the annual financial report to the Office, nor after the additional term of 15 (15) days. When it comes to something important, the office has continued communication, especially when it comes to unregistering political parties”, Buzhala said.
CEC member from the AAK ranks Ibrahim Selmanaj said he opposes this recommendation.
According to him, the office should have continued communication with all political parties.
I think that political subjects that are not represented in the Assembly, nor have office representatives should have different communication with them. Needing the subjects to function will vote against unregistered these political subjects. The approach must be changed “, Selmanaj said.
