The Security Council session, which will be held at the UN today, is a session that deals with the analysis of UN Resolution 1244 implementation, and Kosovo still participates as IPVQ.
About the proclamation of independence and in the years that followed, it has been extremely important that Kosovo also participate and report on its progress.
Since 2012, allied countries have suggested that Kosovo reduce its importance and participate with lower levels, for example. ambassador level or even lower. That is because it is Kosovo that has surpassed the status of Resolution 1244 and is a state aimed at rounding up recognitions. Downplaying the level of representation of Kosovo would automatically lower the level of representation of member states and, gradually, would lose meaning to a meeting that in a large part of the substance views Kosovo as part of Serbia. Unfortunately, the state of Kosovo, for completely populist purposes, has ignored these advice, and at each meeting is represented by the president, prime minister or foreign minister. Each of them tries to have as many representations as possible <x0patriotic” and, for electoral purposes, run into Serb representatives who take into account the nature of the UN, however stable, present Kosovo in the eyes of this forum as a place far from normal.
Everyone knows about Banjska, but this forum doesn't solve anything they think about, and it's definitely not where you participate to empty out what's in your stomach. Continued representation at high levels from Kosovo and frequent disputes strengthen the Serbian terracle that Kosovo is a country with major interethnic and security problems. It is a different issue if the UN views Serbia as the sole and key culprits.
Kosovo representatives, most likely, are not understanding what really happens at that forum.
