Albulen Haxhiu illegally appoints new swimmers. He didn't take into account selective Commission remarks.

At the end of the ruling mandate, incumbent Justice Minister Albulen Haxhiu has signed decisions on the appointment of 28 swimmers, selected by the re-declared competition in February 2025, follows. Periscope.

The report outlines the commission's remarks on possible procedural and legal violations, since after completing interviews on new swimmers, Minister Haxhiu has made the decision to abolish Administrative Guide No. 09-2011 for the Competition Procedure and the Selection of Noterial Offices.
The interview of candidates had started on March 10th and had ended on March 12th 2025. The UA was abolished on March 27, 2025, or about two weeks before decisions on appointments were signed and has not been replaced by any other act.

This had also caused confusion in the commission, which was addressed with a letter to the Ministry to request clarification and legal assistance for the legal status of this instruction.

Following the MD's accepted response, the Commission in their report handed over to the minister in office, Albulen Haxhiu has completely removed responsibility for the process, saying the burden remains on the ministry.

Consequently, the Commission is of the opinion that, the Ministry of Justice will have the burden of ensuring legitimacy regarding the questions and dilemmas raised before the Commission, which the Commission has concluded cannot provide an address in this report.”, said in report.
The Ministry of Justice has been asked about the Commission's remarks and the abolition of the UA, but until the time of the text publication, no response has been received.
Named swimmers have been distributed in 16 municipalities in the country. According to the competition that had been announced, five are in Pristina, five in Prizren, one in Ferizaj, three in Podujevo, two in Vushtrri, one in Glogoc, one in Malisevo, one in Istog, one in Kline, two in Fushe Kosova, one in Dragash, one in Kacanik, one in Zvecan, one in Ranillug, one in Partles, and one in Leposavi.
Disregarding the commission's remarks in this report, as well as abolishing administrative instruction after the interview, and other possible procedural and legal violations in the course of the contest, have prompted candidates to complain about the process.
The Commission's Report on the Elections of Notter caused trouble with the process since its beginning.

The commission had asked the ministry to complete the contest and reflect on it the new legal base on which it is called. This recommendation was taken into account by the ministry, the report stresses.
Otherwise, the new process of selecting swimmers had begun since April 17th 2024, when on April 15, 2024, the ministry established the commission for their selection, with the opening of the competition for 28 swimmers rising on December 17th 2024, which was later canceled to be re-declared on February 14, 2025, with new criteria but as the continuation of the preliminary contest.
From March 10th to March 12th 2025, the commission has conducted interviews with candidates who have met the conditions.
