The prime minister says leaders at the summit agreed on four important steps:
To maintain flow of military aid to Ukraine while war is under way and to increase economic pressure on Russia
Any lasting peace must ensure the sovereignty and security of Ukraine, and Ukraine must be on the table for any peace talks.
In the event of a peace agreement, European leaders will aim to undermine any future invasion of Russia in Ukraine
There would be a “coalization of the willing” to protect Ukraine and ensure peace in the country.
Starmer adds that those who are willing will intensify planning with a real urgency before reaffirming the United Kingdom's commitment to supporting this. “Europe must make a heavy upgrade,” he says.
