Rubio said he would not characterise the proposed mineral agreement between Ukraine and the US as a security guarantee.
“The US will have contacts with Russia today, but we do not yet know what Moscow's reaction to the proposed ceasefire will be. European sanctions against Russia will be on the table in any ceasefire agreement”, Rubio added.
