66 thousand euros of state budget have been given to a consortium, to remove the inventor that did not exist in the Ministry of Agriculture object where the Alliance for the Future of Kosovo headquarters for years broadcasts Periscope.
The ministry paid two thousand euros for the removal of furniture from each of the building's 33 buildings, including halls, corridors and toilets. But a video he secured. COHA, it shows that when the AAK left, these spaces were empty.
The same amount was paid for toilets that do not have inventorys, and each of these was paid for by the detox of the sanitation elements. Only one of them was paid 1,000 and 500 euros.
For these services and the renovation of less than 600 square metres, the Ministry of Agriculture has spent 370 thousand euros.
The minister did not give a reason for that, and they did not answer the question of how it is possible that in technical specifications in the tender file, they put in the same prices for 33 spaces, which in size have huge differences.
The ministry argued some other differences in prices, and was justified that there was only one participant in the tender.
“During contract implementation, these differences are recorded by the contract manager and implemented in accordance with the tender's offer. Furthermore, there have been no aspects of discrimination, since the operator in question has been the only participant”, says the Ministry's response.
The contract, worth 359 thousand euros, is linked to the consortium composed of companies “Limit Project” and “Lurn”. She has also been attached to an annex worth about 9,000 euros.
“Liming Owners Project” are Faton Ramadani and Lulzim Zaraj, while of that “Lurn” Albana Shabanaj.
At the “Limitation Project” company, engineers said that the same prices have been set for each space linked to the removal of the inventory.
“Repeating prices, so praised by the engineer, who has completed the prices and received no field visits”, says the company's response.
And without entering into the issue related to the payment made for the removal of the non-existing inventory, an architect appreciated the value of the entire contract, which includes renovation.
The 350,000-euro mark for the renovation of a 600 m2 target results in about 583m/m2 -- a cost that significantly exceeds the market average for similar renovations. Based on construction standards and market prices, a qualitative renovation for this type of building should be estimated at 100,000m 150,000m (over $160,6$2, depending on materials and technical specifications. The lack of a detailed explanation of why the price is so high suggests that there are overestimated overestimated or unjustified costs in contract”, he said.
Until the staff is transported to the renovated facility, the Agriculture Ministry will continue to pay between 27 thousand and 300 euros a month for the lease used by the Agency for Agriculture Development, company property “A2 GROUP”, for which there is a valid contract until August of this year.
The same amount will be paid for the share of the Ministry of Agriculture staff.
KOHA had reported several times on the AAK's exploit of the Kosovo Agricultural Institute, which operates under the ministry's dome. It has the basement, the ground floor, and two other floors, with a space of about 1,000 square feet [1,000,000 sq m].
For this, the AAK paid a symbolic rent, 2.5 euros per square metre. Thus, the contract with the institution was 2,450 euros per month.
Meanwhile, the ministry pays more than seven times as much for the rent the staff has deployed this year.
The rent since September 2019 the ministry pays per square metre is 18 euros, while in 2022 it was down to 0.050 euros, to 17.50 euros per square metre respectively.
