Under the Law on the Rights and Responsibilities of MPs, Kosovo lawmakers are entitled to receive transitional salaries for 12 months after carrying out the mandate, provided they do not have other revenues at this time. This has used 101 deputies from the past legislature, even though most of them have again secured seats in the Assembly. Since the date of the 9th legislature's binding is not correctly known, newly elected MPs in the Assembly have decided that the wages will take full as Saturday, March 22, 2025, was the last day of the eighth legislature. The right to transitional wages has even been used by some MPs from non-major communities.
The Kosovo Assembly MP's basic salary is 1800 euros.
And those deputies ' privileges are being overawed by university professor Mazum Baraliu. He says about KosovoThat it is more privilege for MPs than their right.
According to him, the same must be reduced in order for citizens to feel equality.
It's a privilege more than a right. I think that MPs have done this at a certain moment because they are in a privileged position of lawmakers, law-making and regulations in this society. But whether it's honest or not, it's too much. For these privileges as constant as payment for even one year as are privileges in pension systems for MPs, it would have to be reduced so that citizens in this country can sense equality. In a state where all citizens are treated equally and not someone privileged and someone discriminated against”, he says.
On the other hand, Parliament Work Monitor Naim Jakaj from the Kosovo Institute for Justice says about Kosovo, that MPs enjoy these privileges as a result of the Law on Law and MP responsible, which was adopted in 2010.
According to him, these privileges are enjoyed for 12 months after carrying out the mandate, provided they do not have other revenues during this time.
However, he says that for transitional wages in the Assembly, deputies who have been re-elected have also applied, as they would not have been paid until the new Assembly is constitutionalised.
When the MP's Law for Rights and responsibilities was passed in 2010, even transitional salaries in the period of 12 months after the completion of office are envisioned. In the sense of whether they resign or are not elected MPs or for other reasons. MPs have the right to receive this transitional salary unless MPs are re-elected. Most of those chosen have applied for transitional wages, as the Assembly has completed its mandate on March 22nd 2025 and they will not have salaries until the new Assembly is concluded. Since the new Assembly should not be established, MPs exploit this period between the future institution so that they do not go without a salary of”, Jakaj points out.
Greater privileges have former Kosovo presidents, where after completing their commitment to this position, 70 per cent of his salary is received.
