PDK MP Ariana Musliu-Shoshi has suggested that Foreign Affairs Minister Donika Grovalla is continuing illegally to advance her people in diplomatic service.
He has published recent MPJD decisions, which show that people who fail to meet the criteria have been promoted to serve at Kosovo embassies and consulates, reports Periscope.
In its account in “Facebook”, Musliu-Scheshi wrote that these decisions are not in accordance with the law.
“in March 2025, Minister Gervalla Schwarz ordered the hold of special meetings of the Commission for Grada and Discipline, with an apparent aim to promote its political supporters, recruited within the last two years. This commission, headed by Secretary General Ilir Mucaj, had opened earlier (July 2024) an illegally announced promotion without a date. In spite of that, the minister has continued with the holding of separate meetings, through which political recruits are rewarded with degrees, not complying with the legal criteria set out in the MPJD Law, the Foreign Service Law and other relevant sublegal acts”, she wrote.
She has estimated that these actions violate the integrity of the diplomatic service.
“The officials recruited less than a year and a half ago, who should have been appointed to the attaché rank, instead promoted as Secretary of the Second and Secretary of the First. According to the documents provided, Secretary-General Ilir Mucaj and other members of the Commission have recommended these persons for promotions to the First Secretary, bypassing several other degrees, including those of the attaché, third secretary, and, in some cases, even the second secretary. A new meeting is scheduled today, during which the second group of political recruits is expected to be promoted. These arbitrary actions not only violate the integrity of the Ministry but also discriminate against experienced diplomats whose demands for promotion are being ignored. This open violation violates the constitutional principle of equal treatment and undermines the personal and professional dignity of public officials”, it has written.
