The Special Units of the Kosovo Police, which every day are on the first line of protection of sovereignty and the fight against crime throughout the country, especially in the north, have faced a major disappointment yesterday. Despite dozens of additional hours worked, police officials have not received payments for overtime on the last salary, broadcast Periscope.
In addition to the Kosovo Police, a number of Kosovo Security Force soldiers (FSK) have faced the same situation for non-paying additions to the pay received yesterday.
Under the regulation in effect, these payments are mandatory and should be executed fairly.
This development has caused deep frustration in the ranks of Kosovo police officers and KSF soldiers, who often engage beyond the usual schedule in different operations for the safety and welfare of citizens.
Following these developments, the Police Union reacted last night, where this union says that despite the continued dedication and sacrifice of police officials, they have so far received no official communication from the government on the issue.
Kosovo Police's “Sindition requires the Ministry of Finance to immediately execute outstanding payments, ensuring full compensation for night shifts and additional hours, in line with the legal rights of police officials. This is necessary to maintain their motivation and commitment in the service of citizens and public safety.
The Kosovo Police Union will follow this issue closely and will not be silent until the full payment of all unpaid compensation is realised. We will continue to protect the rights of police officials and seek quick and sustainable solutions to this matter”, said in response.
What did the Ministry of Finance say?
The Ministry of Finance has reacted to additional hours' salaries for police, denying responsibility over the situation, and declaring that responsibility for preparing pay lists and ensuring that the amount ordered for payment is within budgetary boundaries belongs to each relevant budget organisation.
From the ministry it is said that the Treasury only makes sure that the amount is in line with the budgetary division, and makes processing payment through individual accounts.
It is up to relevant budget organisations to plan the annual budget per month, and to make sure they have enough budgets when they approve additional additions on the base wage, the ministry's response reportedly.
From this ministry, however, it has been said that overcoming the proportional monthly budget division could result in situations where complete execution becomes impossible.

“Explaration on salary execution issue and other additions
The Ministry of Finance, Labour and Transfers, while expressing its understanding of the concerns raised over the execution of salaries and additions, finds it necessary to clarify that responsibility for preparing the salary lists, and also ensuring that the amount ordered for payment is within budgetary limits adopted in the Law for Budget Division, belongs to each relevant budget organisation.
MPPT, respectively, only makes sure that the amount is in line with budgetary allocation, and does process payment through individual accounts.
It is up to relevant budget organisations to plan the annual budget per month, and to make sure they have enough budgets when they approve additional additions on the basic wage. Any excess of proportional monthly budgetary division could result in situations where complete execution is made impossible.
MPPT, namely, has long announced budgetary organisations to make sure they are within the budget.
MPPT once again expresses readiness to provide support to all budgetary organisations for them to do the right and precise planning, each time in accordance with the legislation in force, so that this situation for the following months can be overcome and the work can be compensated in proportion to all those who have worked”.
