Less than 24 hours earlier, Vushtrria was shaken by another serious event: the murder of a 19-year-old in the city's centre.

For both cases, authorities say they are conducting investigations and collecting evidence, but for Aladeen the pain is unbearable.

Hyseni says he often happened to see groups of young people fighting in public or pushing with each other.

He says family education should be such that they maintain self-control and understand that “suicide is never the solution”.

“The parents are guilty of” even according to Zymber's stance. “Many leave children neglected”, he says.

Zymber is a cousin of the 19-year-old killed and says he feels terrified.

Factors That Lead to Murder

The Vushtrri municipality, with over 611,000 inhabitants, is located in the northeastern part of Kosovo.

In January, 1,080 families from this municipality benefited from the social aid scheme, unlike other municipalities, where the figure was below 1,000.

For sociologists, the economic and social situation is among several factors that lead to violent reactions like murder.

Others include social marginalization, collective depression, accounting, jealousy, post-traumatic stress...

“in the social context, a society that tolerates violence, crime and underlying problems, becomes a priority part of these negative”, he says.

Prevention of violence, according to sociologist, is the responsibility of all from individuals to institutions.

He recommends that society be more active and inform the security bodies of any problem.

The data provided by Kosovo Police Radio Free Europe shows that the number of murders in Kosovo in 2024 was 17, while in 2023 it was 29.

With the Law on Weapons in Kosovo, any person who has been with at least 21 years could ask permission to be equipped with weapons.

The applicant has to possess psychophysics ability and pass the theoretical and practical test for the use of the weapon.

There should also be reliable reasons for the need for weapons and clean criminal backgrounds.

For security expert Valdet Hoxha, the number of murders shows that the arms issue has become alarming and requires maximum attention from institutions.

It stresses the need for a more comprehensive approach, including the Ministry of Education, to awareness young people from an early age of the consequences of weapons.

According to him, punishment policies are not enough, but there must also be awareness and amnesty campaigns for the handover of illegal weapons.

In the two cases that occurred in Vushtrri, it is not yet clear what weapons were used.

But, in the hands of the citizens of Kosovo, there are over 230 thousand illegal weapons.

Kosovo police say that, on annual grounds, they seize an average of about 1,500 weapons of various types without permission.

“Situate is very complex”, says Hoxha, who, in the past, served as Kosovo's deputy interior minister.

According to him, “any magic formula that can immediately solve this problem does not have”, but the seriousness of institutions in dealing with this “should be urgent”.
