The report stresses that, even though Albania has achieved significant results in fighting corruption, including the PACE's important work in documenting investigations and prosecutions, the risk of minimising the independence of such institutions should be noted.
The European Parliament's Foreign Committee calls for the autonomy of justice institutions to be maintained, especially in the fight against high-level corruption.
The report also emphasises Albania's commitment to integration into the European Union and calls on political forces in the country to overcome polarisation and engage in a stable and constructive dialogue.
The report insists on the importance of constructive political debate and correct parliamentary behaviour as key aspects of democratic governance; reaffirms the common responsibility of Albania's political forces to strengthen constructive and inclusive political dialogue and overcome continued political polarisation in the country. Consider changes to the 2024 Electoral Code, which allow the vote abroad by the Albanian diaspora and place partially open candidate lists; insists on the need to address and implement unmet recommendations from O SBE/ ODIHR and Venice Commission”.
Following discussions at the European Parliament's Foreign Commission, the draft report will be passed for a vote at the plenary session of the European Parliament. If approved, it will be sent for further review and assessment to the Council of the European Union and the European Commission.
