In the past week, we held a meeting on March 6 where we handled a paperwork on invalid balloting. At that meeting there were seven members, under the law, decision - making on similar issues should be eight members. In addition to having not been 2/3, there have been 7 members, with three members not participating in the vote at all, and three others have refrained, have neither voted nor abstained”, he said.
