Agriculture Development Agency ( The EZB had asked the Agency for Prevention of Corruption (APK) to consider the case of agricultural grants given to Blerim Pacolli, Sylejman Islam and Naim Huruglica, if there is possible conflict of interest.

The Periscope, which has been exclusively reporting grants at the Ministry of Peci, has also secured the opinion of the APK at the top of which is Vetevendosje's man, Ylli Buleskaj.

In the decision that Periscope has secured, as expected, The APK has estimated that There's no conflict in giving grants to Pacolli's brother and uncle of victory. The most strange of all about Naim Huruglica being Faton Peci's advisor.

This agency, after reviewing the request addressed by the MBPZHR, has finalised the process and released two separate opinions.

 

“Agiencia for preventing corruption has taken into account the media's claims of exercising influence on decision-making officials in the grant sharing process for beneficiaries B. P., S.I., and N.H., but as if it was established over the actual circumstances, the Agency for Prevention of Corruption, has not ascertained any cases of attempted or exercise of influence on official decisions made in the process of separating grants for beneficiaries in question, in the sense of Article 16 of the League for the Prevention of Interestary Conflict <x>, says APK's opinion.

 

In addition, the APK suggests that Victory Pacolli, on the same issue, has submitted a request to consider whether he has had influence in granting the grant to her brother and uncle, since the same holds the position as Chairman of the Commission for Environment, Food, Agriculture, Planning and Development.

The Corruption Prevention Agency says it has not found that KMUPBH's chairman has been part of any decision-making and thus ruled out conflict of interest.

The same opinion, The APK has also told Minister Peci about this issue, saying there is no decision-making, there is no family proximity among grant beneficiaries with the minister, and therefore the conflict of interest is ruled out.

 

However, what is unknown is whether the APK has examined the fact that Naim Huruglica in 2023 had been the manager of administrative instruction through which funds are earmarked for beneficiaries. So Huruglica had herself prepared the grounds for the profit of 100 thousand euros.

And Article 1.2 of the Corruption Prevention Law does not allow Huruglica that “to engage in contractual relations, directly or through someone close or trusted, with the institution where it has exercised public office for a period of up to two (2) years after the end of the public function“.

 

Who is Yll Buleskaj, director of the Corruption Prevention Agency?

The KDP had recommended/responsibly to the CEC that criminal candidates not be certified, as the law requires. Among these names was the number one on the Vetevendosje Movement list, Albin Kurti (now prime minister).

Until in Kosovo, heated debate was under way over this issue, any opinion and recommendation at the time seemed to have great significance. Such was the recommendation of the Office for Registering Political Parties, which is headed by Mr. Yll Bulshkaj. The recommendation for this office was that all candidates were certified.

“We've guided them as we think they should, so that all of us are certified”, Mr. Buleshkaj in one of the statements in January 2021.

Since the recommendation of the office leading Mr. Buleskaj, was opposed to the KJK recommendation, parties like the LDK's PDK, called it a violation of democracy, the recommendation of the Buleskaj-led Office.

Buleskay himself, it was justified that they had no time to investigate all cases.

Buleskaj became one of Vetevendosje Movement's favourites, and already enjoys the post of APK director. /Periscopi/
