In an interview for the French newspaper Le Figaro, Macron, while sharing details, said such a ceasefire would initially not cover land fighting, but would be “in the air and at sea”.
However, he admits that it would be very difficult to verify whether the truce was being respected on such a wide front line. The French leader also suggests that peacekeepers could be deployed at a later moment, but adds: “there will be no European troops on Ukrainian soil in the coming weeks. ”
It also suggests that European countries should increase their defence spending to a level of between 3.0 per cent and 3.5 per cent of GDP, to respond to changes in Washington's priorities and the militarism of Russia.
