In three weeks of campaigning, over 400,000 euros in fines for political parties by PZAP

The highest fines imposed by the institution by 31 January are two cases of 20 thousand euros. One for the Democratic League of Kosovo (LDK) and one for the Alliance for the Future of Kosovo coalition, NISMA, Conservatories, Intellectuals. The violations recorded by the panel for Anxiety and Parashta are mainly linked due to violation of the Code of Goodness for Political Subjects.
The opposition subject, the Democratic League of Kosovo, is the subject, which has the highest amount of fines from all certified parties for the February 9th 2025 elections. This party received 21 fines from the panel for Ances and Paraseta, worth a total of 112 thousand and 500 euros. Almost all these fines against the LDK came after the Vetevendosje Movement complaints.
On January 13th, Vetevendosje complained at PZAP about a post on social networks, the candidate for deputies from LDK ranks, Janet Syka. In the post that had distributed the Facebook Syka, Vetevendosje candidate Albin Kurti (current Prime Minister), compared to the figure of Nazi dictator Adolf Hitler. So, PZAP estimated that the move was meant to incite hatred and fine LDK with 20 thousand euros.
In another case, the LDK was fined 6 thousand euros after failing to submit the form for announcing holding a political rally on January 13th 2025 at the Schools of the Middle Campus in the Year. This opposition party was also fined because of the deployment of posters in public spaces and in hosts of the public traffic station without the consent of the Pristina municipality. Panel The PZAP, in one case, fined the LDK because pictures of the complaint found that the poster was set for MP Arben Gashi's candidate in public spaces, specifically in the space of the sports gym “Karragachi”, in Pec, without consent.
The Democratic League of Kosovo has 20 fines due to violations of the Code of Goodness for political subjects, their supporters and candidates, and a case because of holding gatherings in public objects without authorisation.
The ruling party has the largest number of fines from the panel for Ances and Parastres. Vetevendosje has a total of 22 cases, but in much lower than the LDK. Vetevendosje total by 31 January has 101 thousand and 500 euros in sentences. The polls for the ruling party were made by PDK, LDK and the AAK-NISMA coalition.
Of the coalition's complaints, only one in the amount of 10,000 euros was approved. According to the PZAP panel, after watching the video intensification published on the social Facebook network, MP's candidate from the ranks of the Guxo List, Donika Grovalla-Schwartz, appears to have used insulting and deignive languages in promoting hatred of other political subjects in the race, with the words: “So I think that much less deserves respect for who's personal or family sacrifice uses for criminal reasons for corruption, murder or fraud” and <x2)
Vetevendosje has been fined by this institution as well, because candidate for prime minister Albin Kurti, according to PZAP, has used insulting and deignive words for LDK. In another case, this political subject was fined 5 thousand and 500 euros after Justice Minister Albulen Haxhiu, according to PZAP, used offensive language with the words “our opponents have joined, so crime clans and corruption have become co-ordinated”. The candidate for MP and vice president of the Parliament, Glauk Konjufca, used the words “A to be government in Kosovo on February 9th, Albanian Albanian Albanianism and nationalisation are to be governmentd with Belgrade, which is delema”. Where for his used language, Vetevendosje was sentenced by PZAP to 5 thousand euros. The ruling party on 24 January was fined 10,000 euros because P ZAP confirmed that MP Dimal Basha through his social network has published, respectively, distributed photos where the LDK's comparison to Alexander Vucinqi's figure was made.
The only party with fines worth two thousand and 500 euros due to the obstruction of journalists so far is Vetevendosje. The VV complained to the PDK on January 26th because based on the videos the political party sent to PZAP, it was seen that the activist and organiser of the Vetevendosje rally prevented journalists' work, where the cameraman was caught in shooting this situation. This political party was also convicted because during the election campaign at their gathering, children have been involved.
Vetevendosje has 19 fines due to violations of the Code of Goodwill for political subjects, their supporters and candidates, two others because of children's participation in election campaigns and a fine due to the Code in Election Campaigns.
The political party, third in line for cases and the amount of fines, is the PDK. To the greatest political subject of opposition, P ZAP made fine decisions in 19 cases worth 97 thousand euros. All cases of convictions against the PDK were submitted as a result of Vetevendosje complaints.
The PDK was sentenced to 10,000 euros in one case because PZAP after watching images of the Vetevendosje rally in Skenderaj, according to the decision, PDK activists in order to prevent campaign development have thrown pyrotechnic tools, fireworks whistled at it in the direction of organisers, citizens and candidates for VV deputies. With a lot of the same, but in another case, The PDK was convicted after two party supporters via the social Facebook network have used hate speech in such a way as to create tension and divisions. Some of the words they used in their posts were “Director of the pro-rus institute that produces VV winners with Albin Kurtin and Alexander Vucicin” and others.
The complaints were different, but in some of them the reasons were similar. After two Vetevendosje complaints of January 16th, in which evidence was offered with photographs that PDK MP candidate Blerta Deliu Kodra has placed postaries in public spaces, P The ZAP in one case sentenced its political subject to 5 thousand and 500 euros and to the other to 4 thousand euros. Two more fines for The PDK, it was taken over because even MP candidate Mergim Lushtaku, according to PZAP, placed postposts in public spaces. And on January 19, The PDK was sentenced to 8 thousand euros in fine because according to the Election Panel for Ances and Parastres, in a material test PDK branch chairman in Skenderaj, Sami Lushtaku called Vetevendosje activists “Zagar”. The PDK, was sentenced to 10,000 euros in fines, after several candidates from this party used public spaces -- namely, stations destined for waiting for buses in Pristina -- placing post office on different public roads.
19 fines against the PDK, according to PZAP, were made due to the violation of the Code of Goodwill for Political Subjects, their supporters and candidates.
The AAK Coalition- NISMA was sentenced in eight cases. Of the complaints that PZAP's decisions on the coalition approved to Vetevendosje, the amount of fines by 31 January amounts to 60 thousand and 700 euros.
The highest fine for AAK was drawn from PZAP in the amount of 20,000 euros. Panel The PZAP, after looking at the course papers, found that several AAK candidates and sympathies used denigrative and hate languages for Foreign Affairs and Diaspora ministers, simultaneously candidate for deputy from LVV, Donika Gervalla-Swartz. Some of the words that were used against it were “without face...”, “indiscreet...”, “without morals...”, “, spineless” and so on. The other fine, worth 12,000 euros AAK, received after the chairman of this political subject, Ramush Haradinaj and MP candidate Ardian Gjini, have led charges through which they have sparked hatred of Prime Minister Albin Kurti using the words: “Go on Albin, make sure you don't want to steal the state reserves, the soldier's bread, the energy bread, you go to the prosecutor with the thieves, you're chief of thieves.
In all eight cases, fines came from violating the Code of Goodness for Political Subjects, their supporters and candidates.
Even the subject certified for the February 9th election, the Coalition for Families, was sentenced by PZAP in five cases with the total amount of 25 thousand and 500 euros. The incidents that were approved were made by nongovernmental organisation “CEL Kosova and Dalberisation” and Vetevendosje. This coalition, in five cases, was fined for violating the Code of Goodwill.
The Serbian list was sentenced on three occasions by the two complaints the ruling Vetevendosje Movement and 1 a non-governmental organisation made to the ruling party. Four thousand euros was fined the Serbian List on 24 January because in the Leposaviqi municipality it has illegally exploited public spaces, placing post office on public roads. In the next case, Serbia's largest party was fined by panel PZAP's with 4 thousand and 500 euros for the same reasons, but placing banners in northern Mitrovica. In all, the amount the Serbian List was convicted of from the beginning of the campaign until 31 January is 13 thousand and 500 euros due to the violation of the Code of Goodwill.
In addition to the largest subject of Serbs in Kosovo, following Vetevendosje's complaint, on two occasions it was fined even to the Kosovskih Serba (PKS), with a total amount of 7,200 euros. Serbian Democracy (DS) was sentenced to two PZAP decisions, with fines of seven thousand and 500 euros.
Two complaints were approved by the panel PZAP, political subject certified for the February 9th elections, the New Democratic Initiative of Kosovo, against the Egyptian Liberal Party. The latter, of the two fines, was sentenced to a total of 3 thousand euros. On the other hand, a complaint by the Egyptian Liberal Party (PLE) against the New Democratic Initiative cost 1,000 euros. And, with the sum of a thousand euros, the Ashkali People's Party for Integration was fined after a complaint by the Democratic Party of Askalyles (PDAK) and the Movement for Co-operation (LPB). And so, NDS and coalition The NBK, they were fined between 1,000 and 500 euros.
In all, political parties were fined mainly because of the violation of Article 34 of the General Election Law. The provisions of this law, which were based on many cases on the Electoral Panel for Anxiety and Parashta, were 1.11, which shows that political subjects, supporters, or candidates are forbidden to use hateful languages or to provoke a person to commit an act of violence.
Also, large numbers of fines were pronounced for political parties as the cause of the posting of reports, candidates' names in and out of spaces without adequate consent.
But, in terms of these verdicts of PZAP fines, the parties certified for the February 9th elections in some cases filed complaints with the Supreme Court.
In response to “Justice Vow”, this Court has indicated that 23 administrative complaints were filed against PZAP decisions and that 7 of them have been concluded, while others as they said are under consideration. In 7 of the complaints the Supreme has ruled, 3 has partially approved, 3 has refused as groundless and 1 as illegal.
The LDK has been approved by 2 complaints, lowering the fine from 8 thousand euros to 4 thousand and once from 6 thousand to 3 thousand euros. While two complaints have been rejected. A complaint has been partially approved to the AAK-Nisma coalition, when its sentence has been changed from 80,000 to 4 thousand euros, while AAK has been rejected by two complaints. As illegal, however, the Supreme has filed a complaint with the Coalition for Family, on a fine of 4 thousand and 500 euros. Pending to be decided are 1 complaint from the AAK, 4 complaints by LVV, 5 complaints by the LDK, 2 complaints by the PDK, 2 complaints by the Coalition for the Family, 1 complaint from the Egyptian Party and 1 complaint from the new Democratic Initiative.
