The results of the February 9th elections have prompted analysts and political connoisseurs to predict crisis and procrastination in the formation of new institutions.

Naim Jakaj of the IKD has told IndexOnline that after the certificate of final results, the president calls the constitutional session, which should be held within 30 days of the official announcement of the election outcome.
“If she is unable to call the first session, in its absence, the Assembly meets itself. In this case, the Parliament meets itself on the thirtyth day. The chairman of the previous legislature -- not later than five days before the establishment of the Parliament's Constituent session -- calls the joint meeting with the heads of political subjects, who have won seats in the Assembly, to prepare the agenda proposal, and to the appointment of MPs to the plenary hearing room. If the meeting is not called by the President, within the five-day term, the Assembly meets itself on the day appointed by the president. The constitutional Seance, until the election of the Speaker of the Parliament, is led by the oldest deputy, assisted by the youngest. In their absence or refusal, the task exceeds other MPs according to the same criteria. During this session there is no debate”, Jakaj said.
The chairman and vice-presidents are elected with the majority of votes of all Parliament deputies (61 votes per).
Furthermore, Jakaj says that in either of the provisions of the Kosovo Constitution, the situation is not envisioned when the Speaker of the Parliament or when the Assembly is not constitutionalised within 30 days of announcing election results.
This is also noted by the Constitutional Court of Kosovo, especially if the failure to elect the Speaker of the Parliament would cause the holding of new parliamentary elections. But since, according to DGK, the election of the Speaker of the Assembly and MPs is a prerequisite for the Parliament to begin functioning as a legislative body. This requires the presence and voting of all MPs to constitute it. Furthermore, the Court considers that the constitutional hearing cannot be considered fully realised unless the Parliament chooses its mayor and vice president. It is up to the winning party that, in the case of the constitution's constitutionalisation, the proposal for the Speaker of the Parliament, and one of the other vice-presidents and parties to propose the vice-presidents and participate in the vote and condition the Parliament, respectively, so that the formation of the Kosovo government eventually paves the way for the forming of”, Jakaj added.
The Vetevendosje movement is ranked the first subject after the February 9th elections, with closer to 41% of the vote.
