Approximately 47% of the population over 15 in Albania has low educational achievements, and another 35.2% is estimated to have average knowledge in 2023, identify the statistical data of the European Training Fund (ETF) a unit that operates with EC funding for policies dealing with human capital in European countries that are not yet part of the EU.
Only a fraction, 18.1% of the population over 15 years of age, had high educational achievements.
According to the ETF, this means that nearly half of Albania's population over 15 is unable to read and write a simple short declaration of daily life and understand it.
They are also unable to do simple arithmetic calculations.
With these capabilities, Albania's population cannot produce capable workforce that can lead the country to other levels of development.
Now when the country's population is rapidly aging and the technological revolution requires skills updates, Albania lags far behind.
According to INSTAT in 2024, the rate of participation in formal and informal education and training in the population of 25 to 34 stands at 1.8% and below 0.5% for other categories over that age.
This result is far from the EU average, underlining the need to increase adult skills and training opportunities, ET recommends.
However, our country lacks special schools and other stem centers for adult population skills.
Albania has already signed association agreements for the Digital European Programme. Businesses and public administration will have access to calls for a budget programme of 7.5 billion euros by 2027 for all countries.
The Albanian government has made several commitments aimed at implementing the following. This year, for example, is expected to complete a accounting study for and a life-long learning guide.
Our country must develop besides environments, even special platforms for developing lessons on the adult population.
