According to the Committee for Political Affairs and Democracy draft agenda, the Kosovo issue is on the agenda as the fifth point of the agenda.
“5. The request for special guest status from the Kosovo Assembly” is said in the draft agenda.

Kosovo, with a letter sent in late November last year, had requested special guest status in the APK, Reporter reports.
The state of Kosovo, although it has applied for admission to the Council of Europe and has passed most of the necessary procedures, is still not a full member. Last year, The PACE recommended Kosovo's accession to the Council of Europe, but it was blocked in this way.
Under the regulation, the Assembly could grant the status of special guest to national parliaments of non-member European states that have applied for membership in the Council of Europe.
Members of the delegations invited with special guest status have no right to vote, but they have the right to speak.
