Determining a permanent settlement has been deliberately complicated for Albanians. It includes control whether a citizen can demonstrate the professional, economic, social and other” connection with the current registered residential address. The institution that seals the administrative act is the Ministry of Internal Affairs, starting with the local police station in the Medvedja municipality allegedly with requests from local government bodies. Unfortunately, now 14 years in the municipality of Medvedja, this discriminating practice occurs on the part of the competent bodies of the state of Serbia, with 90% of the Medvedja Albanians losing all rights as citizens the cause of an administrative act, such as the exercise.
