The head of the Working Group for the National Response Plan, the deputy minister at the Ministry of Interior, Blerim Gashan, has removed President Vjosa Osmani's competencies from the National Response Plan, which have been on preliminary plans but also due to the Constitution, and has surpassed the government.
In the National Response Plan adopted in 2010, which has been in force so far, this Council was responsible for co-ordinating policies and inter- institutional strategies related to the management of the incidents, as commanded by the President.
