Former US Ambassador to Kosovo Jeffrey Havenier has spoken of the opportunities that are to create a government in Kosovo.
He has said that there could be opposition coalitions of PDK, LDK and AAK, but also LVV with communities not majority.
“in any parliamentary democracy, coalition building is a combination of political art and just the division of mathematics. You need to see the number of seats you have, the number of seats that have potential partners, the number of seats you need to form to make up a lot. In Kosovo the right number is 61 seats, you must have 61 votes to have the majority to form Government and Parliament”.
“Sic understands the current results, as the counting process is still continuing, given the results we have seen based on the number of seats that can go to parties. Since Vetevendosje will have 47 maybe 48 seats somewhere, you know that 20 seats are set for minority communities, ten go for Serbs, and another ten go for other communities”.
If these numbers stay if Vetevendosje is over 40, even if they manage to play coalition with communities they can become 61 seats. Again, it is possible that the PDK, LDK and AAK, along with some of the representatives of non-party communities, could get 61 seats, is possible. This would be a pretty fragility coalition, and now the signals are mixed. You know that parties make coalitions to show different messages”, Houvenier said at Atlantic Council.
