“This violation has been made known through a video-incisation published by the portal “Justice Trust”, which is seen as the mention, in January 2024, has been in charge of the Ferizaj General Hospital. However, he has abandoned his work schedule during custody at the hospital, specifically during the hours he went to a private clinic, where he visited a patient”, says in two decisions made by the disciplinary commission.
In such decisions as December 6, 2024, doctors were admonished to improve their behavior and respect their obligations and work contract.
“This is a final warning, and if this violation is repeated, more rigorous disciplinary measures can be pronounced, in accordance with established rules and procedures”, it is said further in decisions made by the hospital.
On the other hand, research showed that two doctors at Mitrovica's hospital, Astrit Wikimer and Mirdi Strana During custody hours, they went to this hospital organized party on February 16, 2024.
However, the Mitrovica Hospital has not taken any measures against them with the reasoning that doctors at the party had gone on leave.
The “the doctors who were at the Independence Festival have been on leave.d. Medical directors and doctors who have been present at this holiday have been replaced by their colleagues of respective departments and services/repartants have not remained without certain medical service, and for this reason I have not taken any action because I am underlining that provisional replacements have carried out adequate <x1) medical services, says U.d. Director of Mitrovica Hospital Laura Nushi.
But, on a programme aired by “Justice Vow”, uninformed medical director Guzim Berisha was expressed. He said by telephone that neither Wikimer nor Strana had announced any possible replacements.
Berisha: Not me!
Journal: You weren't aware of this?
Berisha: No. But maybe they didn't have a deal with executive director naj Sen, did they make a replacement or something, but I don't have the correct information.
Journal: Because we've called Dr. Astret Ukimner, and the same one said he'd made a replacement for his replacement as well. The medical director who's coming after you.
Berisha: I can't remember when it was made. He's got to see if he wrote something down.
Journal: Dr. Mirdi Strana, remember?
Berisha: They didn't make a deal with me, but it's possible that with Dr. Laurel, so I see him sending an email Monday.
The medical director's proposal was made on 16 August, while three days later, via email, the Regional Hospital in Mitrovica, has announced that both doctors, Ukimer and Strana have made written announcements about the replacements to be made.
After accepting the answers, “Justice Vow” has asked the hospital to submit documents that indicate the replacement of two doctors.
The hospital management had sent through email the document indicating that Mirdi Strana has applied in writing to replace it, while Astrit Ukimer says he has not promised her time to apply for his replacement in writing.
The editorials had asked the hospital for the document to submit protocol, but the same have said such cases do not protocol.
High researcher of the Kosovo Institute for Justice (IKD), Flamur Kabashi, had clarified that under the Office's Labour Management Law, it is imperative that the document be protocoled.
On the other hand, “Justice Vow” had provided 17 reports of the Kosovo University Clinic Centre (QKUK) in which shows how many doctors, nurses and other health personnel have not been on working schedule during the commission's control, and the ethical working code has not been respected.
In this regard, “Justice Vow” has asked the SSKKUK to provide us with information on what actions were taken against clinics and hospitals involved in the KKUK's internal commission reports, but until the publication of this article, it has not been answered.
