Syria's new rulers have demanded that the West ease sanctions on the state, which were decided to target Assad's regime during the Syrian civil war.
But Europe and other powers have been reluctant to move in this direction without receiving clear signals from the new Islamist rulers in Damascus if they are serious about making a sweeping transition.
The step expected to take the green light during the EU foreign ministers' meeting in Brussels is a formal movement, as last month the bloc agreed to suspend sanctions in key areas.
Diplomats said on February 21st that sanctions could be restored if the new rulers of Syria violate promises to respect minority rights and turn back to democracy.
The United Nations said the day before the actual growth rate, Syria would take more than 50 years to return to its economic level before civil war began.
Most of Syria's infrastructure has been destroyed and the economy has also been destroyed due to years of international isolation, following the crackdown that Assad made on the opposition in 2011, which sparked civil war.
