So far, 868 multiple voting cases have been identified, with one person voting more than once, in some cases up to 10 times.
In addition, 19 other people have been found to have voted physically at the embassies, but also sent their vote through mail, violating the election law.
What does the law say?
According to Article 213 of the Kosovo Criminal Code, misuse of voting rights is a criminal offence and sentenced to imprisonment of between 6 months and 3 years for anyone who:
Vote or try to vote on behalf of another person;
Vote or try to vote more than once;
It uses more than one voting list.

While members of the Central Election Commission that allow or help one perform these works could be sentenced to 3 to 5 years in prison.
The scandal has raised major concerns about the integrity of the election process.
The prosecution is expected to take measures to investigate and punish the responsible.
