Civil society seeks to monitor recruiting processes for high categories, filed suit against MPPT

Civil society has asked the Court to impose institutions that in the recruiting procedures for positions of the senior governing category, be allowed to participate in the quality of observers.
Laura Nushi from the CorrWatch Initiative said concern over the closure and lack of transparency of MPPT in terms of developing the recruiting stages for the secretary general's position was also conveyed by public response from the CorrWatch Initiative.
“Based on the Law provisions for public officials granting civil society the right to monitor the recruiting processes of this nature, the CorrWatch Initiative had filed a request for monitoring on 13 August and 9 September 2024. These requests were ignored by the ministry, which on September 11, 2024, had published the list of candidates who have passed the preliminary verification phase. Despite that, representatives of the CorrWatch Initiative even on September 13, 2024, had submitted requests for access to the candidate file and for monitoring other phases, which was also never considered. Concerns from the closure and lack of MPPT transparency regarding the development of the recruiting stages for the chief secretary general's position had also been conveyed in public response by the CorrWatch Initiative, as well as with the presentation of the complaint to the Independent Council for the Kosovo Civil Service”, Nushi said.
E Liridon Salihi from the Centre for Strategic Judicial Cases said the Council has come to the conclusion that it is not competent to decide on this complaint, but the same has confirmed civil society's right to monitor the recruiting processes for the top governing categories.
“Yes, the Centre for Strategic Cases after analyzing in detail in this case has assessed civil society was denied by the Ministry of Finance a right guaranteed with the Law for Public Officials. He first sent this case to KKPSHCK on October 18th, 2024. With the decision of January 23rd, 2025, the Council has come to a conclusion that it is not competent to decide on this complaint, but the same has confirmed civil society's right to monitor the recruiting processes for high governing categories and the obligation of public institutions to enable civil society to monitor these” processes, Salih said.
