The Central Election Commission from next week will start counting on bail votes -- votes of persons with special needs and those from abroad.
CEC spokesman Valmir Elezi said this will be done after the preliminary procedures are completed.
After completing all procedures, such as scanning the voter's list signed at regular polling with the aim of comparing voters from conditional polling; the estimate of balloting by ballots outside Kosovo, The CEC will begin counting on bail votes, votes of persons with special needs and votes from votes outside Kosovo. This will be done over the next week at the Counting and Results Centre, and of course the media and observers will be announced by the time”.
After the last votes are counted, Elez says that the <x0 mic matter of polling, which includes the voter list in which the voters who have voted are signed, are sent to the Centre of Counting and Results”.
On Saturday, the QNR has started scanning the list of voters signed at 2,533 regular locations on Election Day. Scanning the voter's list of regular deployments is necessary before we start counting votes from conditional polling, because it helps us to make sure that no one has voted twice, at regular deployment and at a conditional location. After these processes are carried out, the number of votes on bail could begin, votes of persons with special needs and votes from votes outside Kosovo”, he told Express.
Currently, the CEC is making “the assessment of the package with ballots from voting outside Kosovo, respectively, from voting via mail”, the spokesman said.
“From February 9th, when the assessment or verification of parcels from voting outside Kosovo has begun and until February 22nd, this process has been submitted to 60,997 packages, of which 56,947 have already been approved. The reason why these shipments were rejected is that they were sent by persons who were cancelled during the census as voters outside Kosovo; they lack registration policy; they were sent more than once; they sent more than a ballot; etc. The evaluation process will also be submitted to 7,718 packets of ballots”, Elez said.
He said the procedures envision that ballot packages are subject to the evaluation process, which includes verification whether they belong to registered voters and if other previous procedures are followed.
“in general, during the census period, out of 104,924 registered citizens outside Kosovo -- 84,600 -- were registered to vote through mail and another 20,324 were registered for physical voting in diplomatic representations. Out of 20,324 diplomatic representative, 15,352 voters have voted, already in the vote via mail. The CEC has accepted about 69 thousand packages of balloting”, Elez indicated.
The CEC spokesman also spoke about the number of ballot envelopes from conditional polls and the number of votes of persons with special needs.
The number of ballot envelopes from the conditional locations is 12,801, which will also be subject to verification, which includes comparing to the list of voters signed at regular locations. Meanwhile, the number of votes of persons with special needs is 2,597 votes”, Elez said.
