The head of the Kosovo Commission Association, Saban Ibrahimi, has demanded that the government stop the financial collapse of municipalities.

The government of the Republic of Kosovo is not supporting municipalities in implementing collective contracts, and in this case municipalities risk not having access to capital investments, so that bank accounts close, and that many projects ahead with municipal budgets are not implemented”.
This line is due to the neglect of central institutions, which for several years are not considering municipal demands. Since the beginning of this year, only a few municipalities have received bills of over 35m euros, with more than 25m euros owed to beneficiaries, while over 10m euros are the tariffs for funders, which with a decision by the Government or Parliament of the Republic of Kosovo, this financial bloodshed, which is over 10 million so far, can be banned from”.
“These are the means of taxpayers of the Republic of Kosovo, and if the Government were to manage the process as it should, then the tariffs for the owner would not occur. The absolute majority of these tools will be taken to municipalities by budgetary projections for capital investments and that these tools are being taken because of the implementation of collective contracts. Next, we are presenting only a few municipalities that have only accepted in 2025 bills for the application of collective contract; 1 Corinthians 4: 2. Ferizaj 9.5 million euros, 2. Prizren 5.5 million euros 3. Lipjan 3.8 million euros, 4. Malishes 2.6 million euros, 5. Rahovec 2.1 million euros, 6. Year 2.1 million euros 7. Mitrovica, 1.7m euros, 8. Scene 1.6 million euros, 9. Suhareka 1.3 million euros 12. etc. by the end of last year, municipalities have been illegally seized over 125m euros, where the absolute majority of these vehicles have been seized by the category for capital investments, and this has happened mostly in the last three years”.
Ibrahimi said the lack of support from the central level would harm municipalities in large measure.
“We need to be aware that this year there are local elections and that the lack of support from the central level to municipalities in solving the main problem and that it is a collective contract will harm large-scale municipalities. We've been looking for and asking that this issue be resolved at the central level because the central level has signed collective contracts. With this trend, even this year municipalities can receive over 50m-60m euros, and therefore citizens living in the municipalities of the Republic of Kosovo will not enjoy the realisation of many projects that would improve the lives of citizens. The request of the Kosovo Communists Association is for the Government to wake up and consider the demands of municipalities in solving this” problem.
