In a late communiqué Thursday, the Cuban government said it had extradited a Chinese national, Jii Dong Zhang, to authorities in Mexico.
Hours later, Mexico's security chief confirmed his extradition to the US on charges of drug trafficking and money laundering.
Known by various nicknames, including Brother Wang, Pancho and HeHee, Jji Dong Zhang is accused by the US Justice Department of organising a vast international network of phantanili trafficking and money laundering that covers many countries, but especially China, Mexico and the United States.
The list of charges against Zhang is long, but essentially American prosecutors and the Mexican Attorney General's Office accuse him of being an important player in the global drug trade.
They say he has cleared millions of dollars of drug money for both Cartelin Sinaloa and for the New Generation Jalisco (CJNG) as part of a worldwide drug distribution network.
“Volley Wang can be seen as a key link between Mexican cartels and Chinese chemical companies in obtaining chemicals for phantylin”, the former agent said DEA, Mike Vigil, adding that he was also essential in converting drug funds into cryptade.
If convicted, Zhang can expect to share a fate similar to other drug bosses like Joachim “El Chapo” Guzman and Ishmael “El Mayo” Zambada at a high-security facility in the United States.
But the way the Wang” ended up in custody in Havana is an extraordinary story involving escape from house arrest in Mexico City, through a hole in a wall, taking a private plane to Cuba and a failed attempt at the end to enter Russia. Zhang was arrested in Mexico City in a joint security operation in October 2024.
It was initially held in a maximum security prison, but was later given house arrest by a judge of a decision that Mexican President Claudia Sheinbaum called “scandalous”.
Zhang's escape had all the features of another embarrassing episode for Mexico - a man considered a vital invasion in the drug smuggling machine capable of disappearing from the eyes of Mexican authorities in charge of guarding it.
“El Chapo” Guzman managed to do so twice, causing much disappointment in Washington before he finally boarded a US cuffed plane.
That Mexican authorities managed to take their prisoner to the north, this came because of two things a possible fate in Russia and the power of Mexico's security relationship with Havana.
When Zhang arrived in Cuba in July 2025, he launched his further steps towards reaching a country without the US extradition treaty, officials say.
There is a commercial flight directly to Moscow by Havana and Zhang, they claim, managed to secure a place in it using forged documents.
However, the documents did not enable him to pass by immigration authorities in Russia.
It has been reported that the Russians did not fully understand who they had in custody and, after he was briefly detained, they returned Zhang to Cuba. With his second return to Havana, Cuban security services were now aware of his true identity.
Security analysts believe authorities in Cuba kept him for several months to question him during the time before sending him back to Mexico and, inevitably, further to the US.
Mexico's Public Security Secretary Omar Harfuch rushed to thank Cuba for her cooperation.
And as always, following the arrest of a suspect as a drug lord, the question arises how much his departure will affect global drug trade. /Periscopi/
