To enable the voting of registered persons with special needs, the CEC will engage mobile teams on Election Day, November 9, 2025, while electronic platforms have been put into operation for registration: https://vpnv.kqz-x.org/sq/
The registration of eligible voters will be done in co-operation with relevant institutions and through the eletronic platform, which will be accessible at the time of the start of this process.
Voters with special needs include three main categories:
VO T U n ES With NEEDS ECANTA
Voters with special needs are considered law-wise voters who cannot leave their homes to vote personally in the polls because of physical disability, health, or any other disability.
The census of these voters can be done via electronic or physical platform at the Municipal Election Commission in the municipality where the voter is.
Voters from this category, who are registered in the first round, do not need to make the new census.
VO T U n ES LIVIA UNSDIED INSTITU CHIONE
Voters in institutions are considered law-wise voters, with limited movement at any institution: voters in hospitalization, elderly people in homes designated for the elderly, persons in treatment in mental health institutions, prison inmates and detainees in detention centres.
The CEC, in co-operation with the responsible institutions, will hold up voter lists from this category that were registered during the first round.

Voters under separate circumstances are considered voters who, because of security and vote in house arrest, cannot vote in their own specific location.
