Serbian BIA agents, Special Prosecutors brought an indictment against five people

Only from June 2024 until now, seven persons have been arrested in Kosovo for co-operation and spying on Serbian intelligence services, four of them Albanians.

As of January of this year, the Special Prosecutor of the Republic of Kosovo (PSRK) told EO they have filed four charges against five people for criminal work “spiration”.

Security acquaintances and law experts have praised the work of security institutions, but have also called for more commitment in fighting this illegal activity.

Former Kosovo Police Colonel Refki Morina in a statement to Online Economy has said the anchorage poses a danger to the country's security and sovereignty.

I think a good job has been done because of the arrest of persons suspected of spying on Kosovo. I think that Kosovo institutions, police, prosecutors and others should work harder so that such suspected persons can be brought to justice and respond to their criminal acts. “We are dealing with a criminal offense that is envisioned in the penal code in Article 124 and sentences are between 5 and 15 years. The risk of this criminal offence is because Kosovo institutions, police, are endangered, The KSF, then other Kosovo institutions, sovereignty, territorial integrity of the country. That's why we're dealing with a criminal offense which is high risk of”, he said.

Morina added that in the face of these challenges, security institutions must be in permanent operation.

So our security institutions, the police, AKI, the prosecution and everyone should be in the overall continuation of fighting this criminal offence and possible perpetrators of this criminal offence, because order and calm are being questioned in Kosovo,” he stressed.

He has stressed how Serbian BIA through spying aims to destabilise the state of Kosovo.

Thus far, according to general data and statistics, it is seen that Serbia has an interest through BIA to absorb Kosovo's citizens in the manner they provide information to our security institutions, for order and public calm. Their main goal is to destabilise Kosovo, but also Russian, Chinese and other services which do not want the good of the Kosovo state”, Morina said.

On the other hand, lawyer Muhamet Mujaj has voiced doubts about how institutions are handling these cases, saying some of them may have political motives.

I have several cases that I have seen and followed closely, many doubt that our institutions have to deal with the cases as it should because of the need for a host of evidence, evidence that is too sensitive to ensure and document those cases as criminal acts as possible perpetrators of criminal acts. There were several cases, especially the last case I suspect is a political case than any case that testifies to such an alleged activity,” he said.

Mujaj estimated that institutions have acted hastily, jeopardising the credibility of the investigative process.

From what I've seen, I haven't seen any connection of cases, but what the professionals notice in public is that it's a rush with intentions that I don't know, to hit spies, spying cases for maybe purposes and calculations that aren't in the interest of our country. If anyone was arrested for spying, I would have wanted such a person to be the real person who is the performer of that work, not to be sullied by people without full evidence, without complete evidence, and to create such motion pictures, the scene where personalities are damaged, families are being damaged, and finally, innocent. I wish such cases were not as I explained to them for public consumption as well as for the interests of daily politics, but to be cases that should be investigated and those who really deal with spying and damage state interests to receive punishment as envisioned by law”, the lawyer said.

The lawyer also demanded that investigations into such cases be conducted confidentially and professionally.

I have prayers that what's going on as an investigation into spying cases and sensitive cases, sensitive cases remain confidential, as we also had cases where police officials were suspected of spying and within the day news came out that the investigation was fired. The growth of the institutions of the investigation to prove that we are working in this direction is not good for our state, but not good for those arrested and wrongly stained”, he said.

We remember that the first arrest in Kosovo for the “spiration” took place on June 5th 2024, where Bedri Shaban and Muharrem Kerim at Ferizaj were arrested. The other detainees, who are suspected to have provided information to Serbian BIA, are also Alexander Vladjic, Bojan Jevtic, Hysri Selimi, Jelena Djukanovic, and recently Fatmir Sheholli.

While the Constitutional Court in Pristina on June 5th 2025 sentenced Aleksandar Vlajiq to five years in prison, until for illegal possession of six months in prison, which was replaced by a thousand euros in fines. Former Kosovo police officer Vlajiq had admitted to bringing information to Serbia's BIA and has pleaded guilty to an agreement with the prosecution. Thus, this became the first provision for spying since Kosovo's declaration of independence.
