Runoff in 18 municipalities, over 1 million and 300 thousand citizens with the right to vote

The Central Election Commission has certified the voting list for the 9 November runoff. This decision came at today's CEC meeting, where it was stressed that, given the preliminary results, the second vote for local elections is held in 18 municipalities. This decision came at today's CEC meeting, where it was stressed that, given the preliminary results, the second vote for local elections is held in 18 municipalities.
Gjakova, Gjilani, Dragashi, Kacanic, Klina, Fushe Kosova, South Mitrovica, Obilic, Rahoveci, Peja, Pristina, Prizren, Suhareka, Vitita, Junik, Mamusha and Klokoti are the municipalities that the mayors expect to face in the runoff.
After this list, the total number of citizens rightly vote in the second round of elections in these 18 municipalities is 1,346,397 voters. This number, compared to the first round of local elections held on October 12th 2025, is higher for 543 voters”.
“According to data from the Vote List, the number of citizens eligible to vote in the polls of these municipalities is 1,316,672 voters, meanwhile, the number of registered citizens to vote by mail from outside Kosovo and belonging to these municipalities is 29,725 voters”.
“Based on Selector Rule No. 032024 for the creation, opposition and confirmation of the Vote List, the country's domestic voting list, and the second round, has been met with persons from October 13th to November 9th 2025, who have already fled the people who since September of this year have given up on Kosovo State or who have changed their lives”.
The second round of elections will be organised at 525 polling stations with a total of 1,648 seats, out of which 507 polling stations for fair voting with 1,628 deployments and 18 polling stations for a total of 20 seats.
Also at this meeting, the CEC made its decision on the number of ballot papers to be printed for the second round of the mayoral elections,
According to the CEC decision, it will print 1,158,015 ballots, or about 16% less than the total number of citizens rightly voting in this round. This number includes ballot papers for regular locations, conditional voting, the vote of the Individuals and the Special Needs, spare ballots, and the vote by mail”, said a CEC report.
