Rama: In 2026, Albania targets first world procurement system with IA

Albania's Prime Minister Edi Rama, from Berlin, where he is participating in “Berlin Global Dialogue”, spoke of using Artificial Intelligence in the European integration process and reforming public administration. Rama said it is precisely the need to move faster towards the EU, which has prompted the government to use innovative solutions: “As we say [...]
Rama said it is precisely the need to move faster towards the EU, which has prompted the government to use innovative solutions:
“Sic say in Albania, need is king. For the sake of the need, it requires solutions that perhaps would never have occurred. I don't know how well you know Meera Murat is cofounder of Open AI. She's Albanian. Another venture started, and when the GPT came out, I called her and asked her if she would like to help Albania move faster towards the EU? I really think we have a chance. She said good! I told him about this extraordinary job that the countries that want to become part of the EU want to do the technical aspect that means transferring the entire EU legal Corps to the body of countries”, Rama said.
The prime minister added that thanks to the work of the Murati team and co-operation with Microsoft, Albania is reaching high levels of automation in the process:
To give you an idea for Albania meant transposing and drafting 400,000, legal laws and acts, a process that many countries before us had to do by committing an army of translators and lawyers to design practically and then to make the final design. Croatia took seven years to do this job. I'm talking about technical and nonpolitical aspect. Mira said it sounds interesting and started working with her team and our digitalization agency team and then Microsoft became part. In fact, today that we speak thanks to this woman we have all the tools that are working to complete the entire transmission within the 2027th floor and it's kind of magic of what is done with the laws and all. When accuracy began, we also needed human work, while today accuracy is 90 and some %x1>.
Rama announced that the government is also working to create the world's first public procurement system fully based on Artificial Intelligence, aiming to start operating in 2026.
The second task we have placed on ourselves is to have the first procurement system based on Artificial Intelligence in the world. There are parts of it today that are based on Artificial Intelligence, but it's not yet in access to making the procurement system fully artificial intelligence. The last step is sealed by humans. Our point is that the final decision must always be met by people not artificial intelligence. We're working with Microsoft and we see it with a lot of optimism.
So that would mean that to go towards public procurement all companies would have a lot easier. Companies would have much less work to do, to prepare their offer, and everything for them that is publicly known to tour their number of employees, volumes, historical capacities, will be registered in its mind, and they simply must offer their prices and, in turn,”, Rama said. /Periscope/
