Post vote starts from outside Kosovo for runoff

The Central Election Commission reports that today the period of voting outside Kosovo for voting by mail has begun in the second round of the Communist Speakers' elections.
This voting period (October 27th) November 8, 2025) will only apply to 29,712 Citizens of the Republic of Kosovo who have successfully registered as voters abroad during the set deadline for registration (July 23rd) August 29th 2025).
These voters belong to municipalities, which, according to still uncensed results, are part of the second round of elections for mayors, such as: Gjakova (3,141), Gjilan (2,066), Dragash (2,770), Kacanik (1,149), Kline (2,230), Fushe Kosova (489), South Mitrovica (1,188), Obilic (20)), Rahovec (1,902), Peja (1,895), Pristina (1,727), Prizren (2,870), Suhareka (3,325), Year (1,970), Vushtrri (101), Junik (1,363), Mamush (56), and Kkolo (49).
The CEC has launched the voting process abroad prior to the Certificate of results to avoid delays in the election process and to ensure that each registered citizen has the opportunity to exercise his constitutional right to vote on time.
In line with obligations set out in Electoral Order No. 04/2025 for registration and voting outside Kosovo, under which the CEC will ensure that Kosovo citizens registered for voting by mail forward via post office, the CEC has prepared packages for each registered voter, which contains the ballot of the municipality's mayoral election.
The Zarfi, which will be sent to voters, contains: ballot; secret envelope; the guide with information on how the ballots are completed; and how voting through mail; the return envelope and closing tape is carried out.
In voting outside Kosovo for postal voting, the voter's duty is to send the ballot package to any of the CEC mailboxes. In most of these envelopes, the CEC has previously marked the mailbox address in the current state of registered voters. In cases where the address is not marked by the CEC, the voter should mark one of the CEC postal boxes addresses.
The CEC has begun the process of sending packages to several states and postal services will be forwarded to voters enrolled in the addresses provided during the registration process.
In order to provide voting opportunities for citizens who are registered to vote via mail, mailboxes are functional in these countries: Australia, Austria, Belgium, Czechia, Denmark, France, Germany, the Netherlands, Hungary, Italy, Canada, Kosovo, Croatia, Montenegro, North Macedonia, the United Kingdom, Norway, the United States, Albania, Slovenia, Sweden, Turkey and Switzerland.
