The IKD director also mentioned institutions that are dysfunctional because of the institutional blockade that has been created.

He said that if this agreement is ratified now, we can possibly extract only half of those means -- others return to the European Union.
In this regard, Miftaraj stressed that these bilateral agreements have remained hostage because Kosovo does not have a coalition that would ratify these agreements, where the initiative comes from the Government. He said international partners constantly seek the foundation of government.
