Industry, Intervention and Trade Minister Roseta Hajdari is involved in one of the biggest scandals in the country -- that of state reserves.
In 2023, three people were arrested in case of state reserves. Among them were employees of the Ministry of Industry, Undertaking and Trade (MINT).
In this ministry, in 2023, raids were conducted after publishing some audio-incisions, where a quantity of oil, purchased in Poland, and a quantity of wheat, purchased in Turkey, had never arrived.
So far, Hajdari has twice been interviewed by the Special Prosecutor, in April 2024, and on July 31, 2025, in the quality of the defendant in alleged misuse of state reserves.
Hajdari had then said that documents seized as evidence at the ministry were classified as state secrets and rejected calls for resignation.
The prime minister in office, Albin Kurti, is also invited as a witness to the case, but so far he has refused to go to Special Prosecutor.
Hysen Durmishi and the terns on Pristina- Podujevo
The millions of tenders issued by the Ministry of Environment, Space Planning and Infrastructure, once headed by Lieburn Aliu, and some signed by his deputy, Hysen Durmishi, are being investigated by the Special Prosecutor.
Allegations that brought in the prosecution's investigation, including Hysen Durmishi, have to do with the tender for the Pristina-Podujevo road.
Periscope has repeatedly reported on these qualms about this tender.
From the assessment of the illegal criteria to the recommendation for contracts to the boss of the procurement cafe and Deputy Minister Duslimi are being investigated by the Special Prosecutor.
The value of the tender that was signed by Durmish, for which it was questioned, amounts to 38m euros.
These are the writings published by Periscope that sent Durmish to the Prosecutor.
Faton Peci, minister suspected of multiple scandals
One of the ministers most talked about various scandals is Faton Peci.
Peci, who was left out of Kurt's proposal yesterday in the Assembly for the government cabinet, coincided with grant scandals, the plant for the processing of animal byproducts, “Larca of Lama” and others.
On May 27th of this year, Peci was interviewed for several hours by the Kosovo Police Special Unit in the quality of the suspect.
Under the Special Prosecutor's permission, Kosovo Police had conducted raids at several different locations, including the ministry running Faton Peci.
A research published by Periscope, followed by other media, related to the animal waste processing plant, led to the interview of Peci as a suspect.
What did Periscope report about the factory scandal for fountains?
On September 18, 2024, the Food and Veterinary Agency, which operates under the Ministry of Agriculture umbrella, announced public calls for the factory's provision for processing animal waste that taxpayers have cost more than 8m euros.
In a scandalous manner, just 5 days later, on September 23, 2024, the company that would later be announced winner of this tender is registered with the Doing Business Agency: KS & LIP S.P.K. IT.
A subx0> company formed”, with capital of just 10,000 euros and only 5 employees, was chosen to manage a million-euro investment.
That's not all.
From the findings and documents he provided PeriscopeIt turns out that the main owners of the consortium are Naser Maloku and the Italian company, LOPIALIA 2000 S. P. A, each with 40% of the shares, while the third company is ARCHES BAU, with 20% shares.
The total capital of two major shareholders is only 8 thousand euros.
While Company AR CHES BAU It was registered just a month before the tender was announced on August 8, 2024, and its main activity is building residential objects, which have nothing to do with the processing of animal waste.
Meanwhile, the company LOPIALIA 2000 S. P. A It does not figure registered in Kosovo, at least according to research at the ARBK, which casts serious doubts about the winners of this project.
Periscop contacted one of his owners Naser Maloku to ask him about this contract they won, but he answered briefly: “Ani go over there you all have”
The tender won with light speed, questionable criteria and hiding agreement
The Food and Veterinary Agency has published the web site for all economic operators on September 18, 2024, but the winning name has not been published. This agency has not used the same transparency criteria with the winner, keeping him from opinion.
Periscopi learns from sources within the Ministry of Agriculture that the contract is being deliberately kept hidden by the media and the public, raising doubts about the favour of an economic operator registered in the ARBK, five days after public announcements have emerged.
Despite the public contract, it is not found on the Agency's website or the Ministry of Agriculture.
It is not even known how many years this factory, which has cost the country over 8 million euros, has been exploited.
The specifics say the start will be the day of signing the “contract and will end depending on the years that are set during negotiations between the OE and the AK”.
A proclamation that requires an operator who has worked in this direction, but one of the shareholders is a construction company, contradicting the public criteria that the Food Agency has announced.
Thirteen-15m euros are required to have circulation in a fiscal year for the winner in the respective field, but it is founded only 5 days after the public call was announced.
According to the announcement, on October 2nd, 2024 closes the deadline for accepting bids, and the meeting for opening tenders will not be public.
With this transparency concluded the public call, to be given in the exploitation of a Kosovo asset that has cost more than 8m euros and has been given to an economic operator registered at ARBK, five days after the state announced the tender.
