Kurti said this budget ensures the stability of the state and economic development, while demanding that the Parliament vote ahead of new elections to ensure institutional continuity.

Some social and economic measures, such as the following, are included in the new budget:

-The 13th salary for public sector employees;

The increase of minimum wage in the private sector to 425 euros from January 2026 and 500 euros from July 2026;

-The increase of minimum pensions from 120 to 150 euros, starting tomorrow, and

- A 50% increase in additions for children from November.

These outgoing government actions constitute abuses of power, violations of institutional ethics and instrumentalisation of state institutions for electoral purposes, severely undermining citizens' trust in the democratic process and the integrity of the elections”, have stated by the LDK.

While for the leader of the Alliance for the Future of Kosovo, Ramush Haradinaj, the actions of the incumbent governing body are for “take”.

Policy director Shenoll Muharremi has said Kurt's promise of a 13th salary was made in order to benefit in the vote.

He even says that the move will have consequences for businesses and will increase inflation.

We need more votes from the public sector. There are connections that make business worse, we increase prices and inflation. And imports, the migration deficit that still grows, is still of interest. Let Kosovo empty all, just the power to guard. Cry votes we want, we don't have enough for absolute power”, he said.

Muharrem criticised Vetevendosje Movement, naming the same as a party that endangers the economy and the state for votes.

Meanwhile, Eugen Cakoli from the Democratic Institute of Kosovo has called the process of adopting the draft budget clear legal violations and parts of a well-thought <x0).

He says the country is facing a paradoxic situation, where the budget is being proposed to the Parliament by a incumbent prime minister who recently refused to receive the mandate for forming the new government.

“With government budget voting in office and its prosecution in the Assembly, it is taking on a legal violation that seems part of a well-thought political game”, Canolli said.

He also cited the fact that the draft directory “was prepared by former Finance Minister”, whose Iron Murati, as noted, “Supreme Court earlier cancelled an administrative directive due to the incompatibility of the mandate, which now continues to do the same with the most important law of the year”.

Critical of the government's decision in office was opinionist Avni Arifi.

He said he doesn't believe that “has ever had, nor will there ever be, Government in Kosovo that misuses the entire state budget to win elections”.

It is not clear whether this 2026 budget bill could be reviewed and put to the polls in the new Kosovo Assembly.

In an interview for Radio Europe Free on Monday, Finance expert Haki Shatri said only a fully competent government could undertake initiatives for changing the budget law, or for continuing budgetary divisions, even for the first months of 2026.

“If no solution is found to function an 11th of the budget in January, even the earthquake has, no one dares take anything”, he said.

Albert Krasniqi, from the Democracy Plus organisation, said the incumbent government elected by the preliminary legislature can't propose the draft bill on the annual budget for the new legislature.

The same opinion was Gezim Shala from the Kosovo Institute for Justice, who stressed that the incumbent government has no right to propose the budget, nor does the Parliament have the right to vote on the budget proposal of this government in office.
