Voting can become even more difficult, especially in local elections, as many will be in charge of office not in their own municipality where they are registered to vote.
Even in the local elections, even the conditional vote is no big relief, as this type of vote is possible only within the same municipality where voters are registered.
CEC spokesman Valmir Elezi that early voting for these categories is not the first in the General Election Law.
“In the Law for General Elections does not present the possibility of organising an early vote for citizens with the right to vote, which because of their specific work are engaged on Election Day, such as doctors, policemen, soldiers, firefighters, media representatives, and similar profession”, Elez said about Kosovo, broadcast Periscope.
Even the conditional vote seems to be an opportunity to respond to all requests, especially in local elections, because this type of vote is possible only for voters within the municipality where they are registered.
Contrary to the elections for the Assembly, where the whole Republic of Kosovo is a single electoral zone, in local elections each municipality represents a particular electoral zone. In the locations of each municipality, The CEC only sends papers to that municipality. So a voter can only vote in the municipality where he is registered and not in another municipality. Therefore, even the conditional vote is not possible from one municipality to another”, Elez explained.
Before the election day in Kosovo, only Kosovo citizens who live abroad can vote, and who must register in advance.
Furthermore, he indicated that the CEC organises voting through mobile teams of people with special needs who, on Election Day, cannot go to their destination.
The CEC, on election day, mobile teams allow citizens to vote with limited movement in any institution (vottors in hospitalisation), elderly people in homes assigned to the elderly, persons in treatment in mental health institutions, prisoners in prisons and detainees in detention centres), and voters with special needs who cannot go to the polls, due to physical disability, health or any other disability.
Likewise, even voters under particular circumstances, who for security reasons or who are under house arrest cannot vote at their particular deployment, are eligible to vote through mobile teams. /Periscope
