Kosovo Election History

The history of elections in free Kosovo begins in 2000, at the time the first elections were organised. On October 28th of that year, elections were held for Municipal Frameworks, marking the launch of a long process for building institutions in a country that was slowly preparing to become a state. The OSCE Mission to Kosovo founded the Central Election Commission in 2000 and this institution was led by the chiefs of this mission until 2008, when Kosovo declared independence and took responsibility for organising the elections.
Election processes in Kosovo are divided into two important historical stages: elections before and after independence proclaimed in 2008.
From 2000 until now, dozens of election processes at the country or in part have been held in our country's home country. While nine election processes have been organised for the Kosovo Assembly, eight electoral processes have been organised for the Communist Assembly.
Direct elections for the mayor of the municipalities began in 2007, and 6 such election processes have been organised since then during 2007, 2009, 2013, 2017, 2021 and 2025.
Central Election Commission data speaks that over 25 years, more than 60 thousand people have participated in election competitions, as candidates for deputies, mayors and municipal assemblies. That figure also includes people who have been certified more than once.
And the largest number of certified candidates belong to the elections for Municipal Places. Over 25 years, in 6 processes, Central Election Commission statistics speak of the Certificate of over 1,200 candidates.
The Central Election Commission data, of certified candidates over the years, shows the deep gap between the two genders. Over the past two and a half decades, from the overall number of candidates, over 19 thousand women and over 41,000 men have been certified for participation in election processes.
For the 2025 local elections, the Central Election Commission has certified 5,624 candidates, out of whom 205 candidates for the Communist Speakers' elections and 5,419 candidates for the Municipal Elections.
Of the 205 candidates certified to lead municipalities, 185 are men and 20 women, meanwhile, in the election for asmblastists, municipal assembly, out of 5,419 certified 3,395 are men and 2,024 women.
