The road until the announcement and Certificate of final results is filled with numerous procedures, defined in laws and sublegal acts, and must be followed by the CEC.
CEC spokesman Valmir Elezi has explained about the Online Economy that the announcement of final results and certificates constitute two key phases after the day of the vote.
The “road following the Central Election Commission for Declaring Final Results and later for their Certificate includes some important steps. The CEC announces final results only after these processes are completed: verification and counting results at the Municipal Counting Centre; counting at the Centre for Counting and Results of balloting outside Kosovo, conditional voting and voting of persons with special needs; and after completing the review of possible axiss by PZAP or the Supreme Court for managing the number of”, Elez explained.
But, according to the CEC, with the declaration of final results not completed the election process, as a new deadline of complaints concerning the announced results will be opened.
“The announcement of final results does not complete the election process. Political subjects and candidates have a right to the outcome, initially in PZAP, and then, the issue could go up to the Supreme Court. The CEC is obliged to wait for these decisions, to implement them, and only after that to proceed with the Certificate of results”, Elez said.
According to him, the CEC is focused on announcing final results, especially from the Communist Speakers' elections, as the second round should be held on November 9th.
Since each municipality represents a particular electoral zone and we have two types of elections, the CEC's commitment has focused on announcing final results, especially the elections for the mayors. This is necessary to respect the legal deadline, as the second round should be held four weeks after the first round, which in this case is November 9th”, Elez said.
Of all activities planned after election day, the CEC has so far completed activities at the Community Count Centre (QKN) and the count of ballots belonging to the vote outside Kosovo.
