Ferat Shala: Kurti government is manipulating the electorate on behalf of the budget.

Shala told Periscope that, under such circumstances, there are no legal conditions for Kosovo's Parliament to adopt the budget, as functional mechanisms that examine and prosecute it are lacking. Until he added there was nothing official yet, writes Periscope.
And we still have no information, what I can say about the budget is that the legislation is clear and we have to respect the legislation, under no circumstances that this nation without guardian organs, without functional commissions, without a functioning, legal mechanism that examines the budget can't pass budget...”, Shala said.
He stressed that the attempt to prosecute the budget in this period is, according to him, a government political maneuver on the eve of local elections.
“ ...which is why my personal recommendation is that this possibility and this extortion is just a political game on the eve of local elections that the Kurti government is trying to manipulate with the electorate on behalf of what I am now trying to make the budget. So there's no way to plan a budget from a government that's been nine months without mandates...”, He told Periscope.
Shala added that the current government has provided no report on budget spending in force, and therefore cannot draft a new one.
“... How does the budget come from the ministers who are both deputy and ministers, so in this budget relationship we're spending this year, there are six months, nine months that no one letter has given in proportion to the current budget spending, and let alone that mechanism going to budget for next year. So it's been spent 3.5 billion of this year without any account, and now you want to plan 3.5 billion for next year, that doesn't make it pass like this...”, Shala stressed for Periscope.
Finally, the MP The PDK said the only legal solution in this situation is to continue with the1/12 budget until the formation of new institutions.
“ ... The only option is for 1/12 of the budget under the legislation to continue next year even if there is no choice in December, if there is a choice, a decision of the Parliament must again be made for a month eventually under legislation in effect, but other circumstances are completely illegal and I don't believe they will cross into the Kosovo Assembly.”, He said.
