For the resolution, 457 eurodeputtes voted, while against it were 103.
Serbia is also invited to harmonise with EU policies in the fight against foreign interventions and dezinformation campaigns.
The text underlines that, even a year after the tragedy in Novi Sad, investigations have not been completed and calls for “full and transparent implementation of legal procedures following investigations of competent organs so that those responsible can be brought to justice, in line with the rule of law”.
The document also notes that China's influence in Serbia has increased significantly in recent years through large infrastructure investments, raising concerns about transparency, compliance with EU standards and respecting environmental regulations.
The resolution recalls that the collapse of the shelter triggered unprecedented protests across the country, led by students who sought justice, institutional responsibility, transparency, early and fair elections, respect for civic freedoms, power sharing, media freedom, end of systematic corruption, and more investment in education.
The resolution adds that Serbian authorities have used violence against political opponents and excessive strength against protesters across the country, praising that the depression has escalated since the beginning of the year.
According to independent sources, protesters on March 15th were attacked with acoustic weapons, which has raised serious concerns about the proportionality and legality of the use of force.
The document says that violence has intensified further since August, and that security agencies have registered illegally and broadcast private conversations that have been used to accuse students and activists of deeds against Serbia's constitutional order and security. It is also mentioned that the military elite unit “Cubre” has been deployed on the ground and in one case used real ammunition.
