Challenger for the Central Election Commission (KQZ) has been praised as organising extraordinary economic elections, which could be announced after failing to form the government.

Member of The PDK in the CEC, Ilir Gashi, has cited external voting management and the budget issue as the challenges this institution may face.

“One of the main challenges will be the voting operation abroad, the sending of ballotes, as it has happened in these recent local elections, then we still have the budget issue unclear because we in this election, which just finished almost finished, have asked for additional budgets for several operations, primarily for voting operations abroad, and a response that has come from the government, have said that we have no legal basis for sharing more than previously. I don't know how the division of a budget will be achieved, which probably exceeds the amount of over 8 million euros”, he said.

According to Gashi, difficulties will also bring short periods for contracting procurement operations.

The short period, of course, can bring difficulties but at the same time, higher costs. Yes, extraordinary elections are usually more complicated, but we are hoping to carry out our legal and constitutional duties”, he said.

Early elections, which could be held in December, would mark the fourth voting process within a year. After the February 9th national elections, the October 12th local elections and the runoff, on November 9th, also organised the runoff in most municipalities where mayoral candidates did not secure more than 50 per cent of the vote in the first round of voting.

According to researchers at the Kosovo Democratic Institute (KDI), Eugen Cakoli, managing early elections is more difficult.

“In logistical terms early parliamentary elections are much harder manageable than fair elections. And since regular elections on February 9th had many problems with counting, voting abroad, with results and others, we can only imagine a situation where all the work that has been done in six months, many of the operations that have not been performed properly, would have to be managed in just 30 to 40 days”, Calcoli stated.

Despite external voting and flawed budgets, Cakoli cited both the counting and the publishing process.

“I believe that beyond the budgetary aspect that is a challenge in itself, in the sense of managing and organising the process, Kosovo would jeopardise a process that could be very flawed and flawed and that potentially could possibly be used for countering the” election result itself, he said.

Compared to the second round of local elections and early events, incumbent Prime Minister Albin Kurti has warned early elections in the spring, predicting the failure of the president's election. He has stressed that if the ruling coalition -- demanding the security of at least 61 votes from 120 MPs as long as there is Parliament -- has failed to secure 80 votes for electing the president, the process that if it fails early elections.

Gashi has said that institutional stability is affecting the work of the Central Election Commission.
